PPWR Starter Toolkit

A practical toolkit for anyone placing packaging on the EU market.

PPWR is now a live operating requirement for anyone placing packaging on the EU market. Most eyewear brands are meeting it alone, rebuilding the same inventories, templates and supplier questions from scratch. Frame The Future exists to close that gap: shared infrastructure the industry builds once, together, instead of twenty-four times separately.

The PPWR Starter Toolkit is the first output of that work. Three practical documents, built for eyewear, ready to put to use now.

PPWR Readiness Guide A working guide to what PPWR actually changes for eyewear packaging — cases, cloths, pouches, sleeves, e-commerce mailers and everything else that ships alongside a pair of glasses. It walks through scope, the key deadlines between now and 2030, and a five-phase roadmap from building a packaging inventory today to full compliance conversion ahead of 2030's recyclability and recycled-content rules. Written for the whole team, not just legal: sourcing, design, operations and sustainability all get a clear brief on what to do and when.

Declaration of Conformity Template A manufacturer-ready template for the Declaration of Conformity required under Article 39 and Annex VII–VIII of the regulation. It covers manufacturer details, packaging identification, the conformity statement itself, and a checklist of the supporting technical documentation — material composition, chemical compliance, recyclability assessment, certifications — that needs to sit behind it. One declaration per packaging type, ready to complete and file.

Technical File Builder A working spreadsheet for building and tracking the evidence PPWR requires: a packaging register for logging every component and its material data, a technical file checklist per item, a supplier documentation tracker, and an internal conformity assessment to gate what goes live. A dashboard rolls it all up into one readiness view, so teams can see gaps before an auditor — or a customer — does.

Together, the three documents turn PPWR from a scattered compliance exercise into one system: know what you have, prove what it's made of, and declare it with confidence. Members get to shape and refine this toolkit as it grows — this is what pre-competitive really looks like in practice.

Frame the Future is convening the industry to form the task force for the development of the EU’s Product Environmental Footprint Category Rules (PEFCR) for eyewear.

PEFCR defines the methodology for how environmental impact is measured within a product category. For eyewear, this is a chance to help build a more consistent, credible and science-based approach to environmental assessment — together.

To guide this process, we are partnering with 2B Policy — experts in sustainability policy and environmental footprint methodologies, who have helped shape this work in fashion and several other sectors. Their experience will help translate a complex EU framework into a practical pathway for the eyewear industry.
